Start by checking to see if anything has been put in the toilet that shouldn’t. If you can reach them, get them out to allow your toilet to drain.

If nothing has been dropped into the toilet, at least not that you can see, then the problem is probably deeper in the plumbing and can’t be quite as easily fixed.  Try using a plunger to force the clog down and open the pipes. Avoid using drain cleaner whenever possible, as these products can harm your pipes if used too often.
